Joyce Chance, 32, of Concord New Hampshire has been charged with five counts of child abuse.
Chance was arrested after local school authorities became concerned about the safety of two of Chance’s children, both under the age of 13.
Chance and her two kids were recent ‘refugees’ from the Congo and were moved to Concord by a refugee resettlement agency.
The court appointed lawyer for Ms. Chance said that the woman could not speak or understand English and told him through a translator, “Nobody [told] me it’s not okay to punish your children that way.’”
Upon investigation, police found that the children were physically abused as their mother would beat them with a broomstick so hard the stick broke.
According to an account in the Concord Patch:
Evidence was gathered that supported that the children were being physically abused and exposed to a hazardous living environment. In at least one incident, the children were physically beaten with a broom stick until the stick broke. The children have been removed from the care of Ms. Chance and are in a safe location where their physical and emotional needs can be addressed.
