Cecil Eugene Kutz, 38, was arrested in Pennsylvania this week after police arrived to the house to find a 22-month old locked in a wooden cage, with the child’s siblings looking on in horror.
“It wasn’t easy to look at,” state police Sgt. Fred Krute said, reports ABC News. “You have to feel for these kids.”
Kutz was also father to a 1-year-old and a 1-day-old, both of whom were entirely unattended while this was going on. Police found the 1-year-old hiding in the house.
The mother, 25-year-old Tiffany George, was still in the hospital following some birth-related complications, as she literally just gave birth to another child. She says she had no idea that her baby’s father could do something like this.

Concern mounted after they asked George where her baby was. When she said at home with their father, police said it was “red flag.” Performing a welfare check, they found the unattended babies and locked up toddler.
“[Kutz] says he would keep him there at night because he claimed [the toddler] was crawling all over the place,” Trooper Thomas Robin said, adding Kutz didn’t seem very concerned. “He told me he’s done it in the past, that it’s not the first time he put him in that contraption.”
According to the children’s alarmed mother, “this was never done on her watch.”
The county’s children and youth services is now taking care of all three children. Police also sent the newborn baby to the hospital for evaluation.
“We’re happy we got there, we’re happy Children and Youth is now taking custody of these kids, and we’re happy dad’s locked up,” Krute said.
Kutz is now in jail in lieu of $250,000 cash bail and is charged with endangering the welfare of children as well as recklessly endangering another person.
